Thank you for this information! Neutral and fair judgement
is essential. Therefore I understand the CGF reasoning. For
CG tournaments there should be set rules how [plagiarism]
judgements are proceeded and what are the rights and duties
of judges respectively of tournament organizers. So far the
mailing list CG has shown a very limited discussion interest
concerning this general matter. Also the EGF jurisdiction is
only remotely involved. Thus may I suggest that the CGF works
out proper rules for tournament jurisdiction? I might offer
some structural help, if desired. An important point is to 
convince event organizers and sponsors to accept independent 
jurisdiction. As long as rules and rights of judges are unclear, 
organizers tend to enforce whatever they prefer to be justice,
regardless of assisting judging committees. (Don't think that
this is cynism, I speak from the experience as an EGF rules
and ratings commission member.)
