computer-go: Summary and ratings for all computer go competitions



Here is the latest computer go program ratings.  Go4++ is now
clearly in first place due to two 1st place finishes this
year and a string of very consistent high results in prior
years.

Summary of results of all World Computer Go competitions:

The Ing competition takes place every Novemberuntil 2000, with a prize of 
NT$200,000 (about US$8,000) for first place.  The top program gets to 
play a match against people at a handicap, for prizes from NT$150,000
(about US$6,000) to NT$40,000,000 (about US$1.6 Million).

The Computer Olympiads were world competitions in a variety of computer
games, including Go.

The FOST competition takes place every August in Japan, with a prize
of 1,000,000 Yen (about US$9,000) for first place.

I include all programs that have participated more than once, or that
finished in the top 5 places.  Ordering is by long term relative strength,
with recent results weighted higher.

All names are given with family name last.

Rating (R) is a weighted average of results, with each year weighted 2/3 of
the year after it.  For years where a program did not participate, results
are interpolated.  A program that has not participated recently is penalized
one rank per major tournament or two ranks per year from its most recent
result.  Years before a program started to participate are set to the 
average of its results while it was playing.
