If there is no obvious good move, I usually try to surround some territory.
There are some standard rules about where to make territory (corner first,
then sides, then center) and they usually give good advice. Another good
idea is to look for 'junction points', where black and white spheres of
influence touch.
Further, if a move extends, or reduces the extension possibilities, of a
small group, it also becomes more valuable. Is that what you mean by
'planning attacks'?
