This is an absolutely excellent idea and one that should be pursued. I
think the current pseudo-random publishing culture in computer-Go is
counter-productive.

A peer-reviewed journal would certainly help to increase the quality of
published work on computer-Go and perhaps provide an extra-incentive to
publish. Perhaps people should even be invited to publish, I'm sure some
authors of Go programs would be delighted to do so when invited.

In my opinion, the journal should be quarterly because there's plenty of
work to be done..
