IMHO, yes, this is necessary.  While I think the idea of a go journal is a
wonderful idea, I have no plans to participate in the establishment of
such a thing, nor do I wish to wade through a discussion of the sordid
details required to bring such a thing to life.  If I see a message from
the CompGo list, I expect it to be about the problem of getting computers
to play Go, not about publishing schedules.  :-)  Certainly it was
appropriate to sound out the list to gauge interest and attract
volunteers, but discussion of the mechanics of the journal itself do not
belong on the CompGo mailing list, and indeed does merit the creation of
its own list.
