If I understand correctly, you're suggesting that retaking a ko would never
be good even if it was allowed. I don't think this is true. For example, if
you're fighting an important ko and don't have any ko threats, the only way
to avoid a loss would be to retake the ko without making a threat (if that
was allowed).
