IMO, the representation is the most important since it shows
whether a program understands what it represents!

E.g. a bad joseki database stores "white 3-5" as "a possible move
after black 4-3", a better joseki database as "move with two
meanings: (1) installation of an own group G, (2) checking 
extension of an opposing group's stone(s) H", a good joseki
database would represent many more strategic aspects than just
meanings of single moves.
