Some of the strongest programs support the Go Modem Protocol, but do not
do so reliably.  I wish they did.

A program like the one you propose could have a use which you may not
have considered.  When program X and program Y, both claiming to support
GMP, are unable to use it to complete a game against each other, your
proposed program could point the finger at program X, and say "the GMP
specification says you should do [whatever].  You did not.  It is you
who is failing to support the protocol properly."  This might, I am ever
hopeful, lead to an improvement in program X.
