All passes count. In the above there is no longer a "phase" for agreement.
Or you could call the 2 consecutive passes with different proposed scores
an "agreement phase". Then it certainly doesn't discontinue succession.
The whole idea of the "4 passes ends game as is" rule is to prevent
endless repetition of agreement phases without progress. After 2 disagreeing
passes, the side who is behind in the as-is-board-score will be reluctant
to pass again.
