Well I'm not the tournament director but my experience from last year is
that interfaces are not an important issue. If both sides support GMP
they may of course use a serial cable to play. Otherwise both sides will
play manually. The main rule is that both sides are able to see what's
on the opponents screen, and what they input into their program.
I think the best thing to do is to make a graphical interface which
allows you to communicate moves using the mouse. Don't forget an undo
function for the case that you accidentally click on a wrong
intersection. It might also be a good idea to be able to adjust timing
settings.
Of course if all participants nicely implement GMP you can have a very
relaxed tournament...

PS Last year all chess games were played on real boards with real
clocks. When I asked some guy why they did this he said that some fraud
had occurred with the use of direct links. Apparently some of the
commercial guys (also) used serial links to play lots of games for
optimizing against opponents. However I don't know if this is still a
real issue because one could always write a program that just takes over
mouse-keyboard-screen control for doing the same thing.
PS2 In Shogi however, I know that all games were played using a serial
cable.
