It is not in the rules, it is a question of skilful play.
If Black tries to go round this loop repeatedly, White will allow this
100 or so times, gaining one prisoner each time round; then eventually
White will pass and let Black capture all the White stones. White will
now have enough prisoners to be ahead.

No. Any rule set which attempted this would be unworkable.
You are trying to answer two questions at the same time: what the rules
say, and what a good line of play is from this position. This is
confusing. First you need to understand how the rules score a position,
which they only do after the game is ended by some number of consecutive
passes. Once you have understood this, you will be able to work out
what lines of play are skilful.
