I'm not a lawyer, but to try to clarify...

I think that anyone can steal ideas / algorithms from a GPL program
such as Gnu Go *without* requiring their own program be GPL.

But incorporating the GPL *implementation* does taint the program.

(And if the program is released, it must be under GPL, but it doesn't
 have to be released at all...
)
