I went to an early computer Go tournament in the US
at a USENIX conference at Portland State University. 
I see from David Fotland's web page
(http://www.smart-games.com/uscompgo.html) that it
was in 1985.

As I recall one of the few nontrivial programs was by
Peter Langston, best known as a musician. He has something 
about this on his web page at http://www.langston.com/. 
He organized these USENIX tournaments which were the
first US ones.
