It may not cost that much to implement a FPGA. I can help you to do the PCB layout and make the printed circuit boards if you have the design. It will cost you $300 per board design.(It goes to the PCB manufacturer. you gets 10 boards.) I'll solder all the components on the board for you for free. I'll have my eyes covered doing it so that I won't be able to steal your design.
FPGAs will cost from several hundreds to more than $1000 each. If you can borrow or get a free software (there are free softwares) to do the FPGA design, $3000 may get the job done. If you cannot come up $3000, you are not serious.
I have been thinking about implement computer go program in FPGA for a while. The main difficulty is to efficiently interface and implement the high level concepts to the lower level ones. If high level concepts is not needed in your design, you should have no problem.
