[computer-go] GTP and Tourney in SmartGo 1.4

SmartGo 1.4 has two new features that may be of interest to other Go
programmers:

- GTP support: You can use SmartGo as a user interface to GNU Go or
  other engines supporting GTP.

- Tourney: Play a series of games between SmartGo and a GTP program
  or between two GTP programs. To avoid repeating the same game, each
  program plays once as black and once as white from a given set of
  starting positions.
