There is no wall. It's more like early progress is quite easier, hence faster.
There might be a wall for conventional algorithms around, say, 1-2d, since they are way too rigid and primitive to read the opponent's intention and devise a counter strategy. Until then, there is no reason why they wouldn't keep to improve, given the gap between single-digit kyus and low dans is more about technique than whole-board deep reading.
For example, not too long ago, GNU Go was playing around 15k. Current version now plays 6-7k on NNGS.
Is this true? I thought the commercial programs (which are still a bit stronger than gnu go aren't they?) were around 9-10K level on NNGS.
Not anymore. Besides, GNU Go isn't that weak anymore, even compared to commercial programs.
Besides, I'm not even sure if the ranking above applies to version 3.2 or 3.4. The latter version is one stone better than the former. I'd need to verify again.
Or did NNGS have a re-rating (it is a long time since I've played there).
It has, although that was quite a few years ago.
