In chinese, the stairs is called 'jieti' and the ladder is called 'ti'. Chinese refers the Go ladder as 'jieti'. The word 'jie' itself means high and low. Apparently the westerner who did the translation felt a Go ladder has nothing to do with high and low. So he translated it as ladder to be close to the oringinal word.
