Today, with the (realtively?!) cheap prices of laptop computers, it is
not unreasonable for a participant to want to bring his own computer, so
he can run what ever operating system and version he might prefer. As
long as there is a way to communicate the moves to the opponent - even
manually if need be! - that should not be a problem. 

I would much rather write a program that can communicate over some given
protocol, than one that can run on some given hardware and operating
system!  Most of all, I do not want to see the situation to degenerate
to having "Computer Go World Championship" tournament for Windows XP,
and another "Computer Go World Championship" for Win-2000, and another
for Apples (OS-X and OS-pre-X separately), and another for Linux, and
another for other Unixen, and another for [whatever]...
