This work of organizer is a kinf of extra stuff, and there is *no*
garantee that it will really work. I am very doubtful about organizer
who requires to install something in the programmer computer.
Maybe the proxy will simply don't work and after what the
organizer can do to apologize ?

TCP/IP has the advantage to let the programmers to test the communication
from their home with real referee. Maybe the organizer can offer as an 
extra
the proxy as a convenience, but I really don't understand why that 
should be standard.
Anyway, a convenience should not be a problem for the organizer.

I think that the organizer job is enougth hard to not disturb him with 
proxy stuff.
