What if  black plays  on the center  intersection?  Probably  we would
simply forbid that  move for the sake of a few  opening moves and your
solution would work well for giving fair starting position that varied
significantly.

In practice I don't really care very much because the effect is small,
but I wanted to mention that it could be an issue.

   how about setting up symmetric random opening positions?  I.e., let Black
   play random moves, and White mirror them.
