I can make a board with a DSP plus a FPGA for couple hundred bucks or less. The only problem I have is the ball grid package. One need a flow oven to solder a ball grid package. But there are BGA sockets on the market. PQFP package I can solder it no problem. I can write a program to download the excutable to the flash memory of the DSP or on-board FLASH memory. I just wish there is a low cost FPGA software solution. Actuallay I don't mind build the FPGA circuit one AND gate or one flip-flop a time.
