Disinformation and intimidation.
And, of course the problem that pro Go players under no circumstances want
to have their games available to anyone except by exclusive licence against
a lot of money.
But the Berne convention clearly states that anyone has the right to copy
and redistribute games or even game collections, as long as the game
collections are not "unique in character" and exact copies.
A collection of unique game collections for exapmple is by itself unique.
The only copyrightable aspect of games is their annotation.
I took great care in stripping all copyrighted info of the GoGoD games
before I included them into my redistributable database.
