[computer-go] Nngs-1.1.16

A new (better,improved;-) version 1.1.16 of NNGS 
(the no name go server) is released at sourceforge:

http://sourceforge.net/projects/nngs
click on 'download' and select a mirror.

NNGS can be used for (automated) tournament handling,
allowing the games to be watched online, and/or retrieved
as .sgf files afterwards. nngs-1.1.16 is essentially the
version that was used in the 2004(october) Gifu challenge.
It can also be used to test your program's client-interface
code. 
Nngs-1.1.16 is basically the same code as used @cosmic.org,
(which was put into the public domain in ca 1999)
but it has been cleaned-up/refactored, and put into GNU-
autoconf/automake for easyer installation, and put
under the GPL.

features:
* fixed timing
* better file handling
* ability to ban IP-addresses/ranges.
* should install on non-GNU unix platforms, now
