In US tournaments using SWISS pairings, they give FULL POINT byes to
the players with the lowest scores, so it is unlikely to affect the
top finishers. They also avoid giving byes to new players who haven't
played many tournaments.
But when you think about it, what else can they do? If you travelled
a long distance (and perhaps payed money) to play in a tournament
wouldn't you be upset if they took a point away from you? It's bad
enough not to get to play, but then they punish you further by taking
a point (or half point) away?
So I think that's the basic consideration, not what's fair but what is
less unfair.
In some weekend tournament that start with a game on Friday, you could
skip Friday and they would give you a "half point" bye. This was done
so that players who couldn't play on Friday could still attend the
tournament.
