I would say the former point is more relevant than the later one.
The fact that some programs are incapable of making effective use of
additional time does not necessarily imply that their authors are unable to
alter the program in such a way as to make effective use of additional time.
It is more likely that the program authors have simply concentrated on
making the programs play better at reasonable time controls.
Clearly there are many ways that one may modify a Go program to play better
at longer time controls. But these would of course require a lot of time to
tune and test and I guess most program authors prefer to spend their time
elsewhere.
Yes, I think that is exactly how it is. If the time control were to
suddenly change, then if SlugGo actually does have an edge as believed
by the authors, then that advantage might go away.
