This is a bad idea, IMHO, since it involves three instead of two
partners.
For a game two players (or programs) are needed. They should
agree on playing, timing, boardsize, whatever.
Adding a third 'administrator' party would complicate things
even more...

In NNGS, there are flags for 'open for matches' et cetera.
A player (or program) who is unwilling to play should lower
the flag, and will not be invited.

The 'who plays whom' questions can/should not be centrally
imposed: too many factors here.

NB restarting of abandoned/escaped/disconnected games
is an automatic feature for NNGS (only for registered players)

It requires a hairy dialog on the robot side, but it can be done.
( I've done it).

I don't think the 'who-plays-whom' problem can be solved
for a variable-sized group of participants, half of theb absent
all the time. Instead, each client could ask"
" is there anyone present, that I'd like to challenge/play"
And exchange match-requests.

The ladder should take of the bookkeeping, afterwards.
