Depends a bit on suicide rules, and if prisoners count, but a borderline
case could be a totally empty board, one side with some prisoners, and
the other side without. or totally empty board, and number of black
prisoners greater than one and less that 361.

Of course, chinese rules solve these situations, as prisoners don't
count (don't figure in the position), and suicide is allowed.
