Yes, Go81 is very fast and Ogo needs to play around level 3 or 4 to
win.  Ogo uses arm specific code if you use an arm processor and still
plays pretty fast even on level 8.

Go81 plays instantly, a whole game in just seconds if you set it to play
itself.   Ogo takes about 1-2 seconds per move on the level needed
to win against Go81.   

I believe Go81 would be much stronger than it is if it used more time.

   I am the author of the open source Palm program Go81. I read that Ogo
   level 4 wins Go81 often, but Go81 level 2 seems to be both faster and
   stronger than Ogo level 1 on 9x9. I just made a gtp-interface version of
   Go81 so now I have a motivation to make it slower/smarter. (My 4-year-old
   Palm IIIc can't handle much more.) Go81 has a close resemblance
   (nonintended) to the recent Monte Carlo work by Bruno Bouzy.
