I have a saved URL listing it at
http://www.tgiphil.com/computergo/gtp-specification.htm but when I just
tried to look there, the server seems to be down. If there is a more
permanent location for the spec, somebody please provide it!

Well, this is a little different, in that their question probably wasn't
about which groups are alive or dead, but about how to count up the
points after deciding on the living/dead groups, but point taken all the
same.
