I seem to have missed your post mentioning the 360, but you have to be
careful not to confuse lower bounds with upper bounds. The 220 (per
color), which seems acceptable for professionals, could very well be
insufficient for weaker players.

Optimal play on 2x2 with superko is 11 moves (and suboptimal could be
much longer). If the same ratio would apply to 19x19 we could get
something like (361/4) x 11 = 992.75 moves (or ~496 moves per color,
considerably more than the 360).
