He didn't say that it would be random, or even pseudorandom.  Just that
it would not be deterministic.  There is a large middle ground.

For example, a program might make one move if it has 2579 seconds left
on its clock, but a different move if it has only 2578.9 seconds left.
A referee might have great difficulty in reproducing this.
