It appears that the proposal by Sai To Wang is all about this
requirement.
The proposal boils down to;
1. Each program is deterministic given the initial "seed".
2. The program and the initial seed are time stamped before the match.
Under these conditions it is a simple matter to see that all games can
be verified (in certain sense).
However, this model detects only active help during the match. And as
Dave points out, sophisticated time management systems will not work
with the proposal.
