Obviously this would be a great thing.

There are both pros and cons for formal refereeing.

Pro: 

(1) Academics are expected to publish in referee'd journals.
(2) It prevents bad papers from being published.
(3) Related to both (1) and (2), it increases the prestige
    of the journal.

Con: 

It slows down publication, which in a field like this could be deadly. In
fact, because there is the potential for rapid progress in computer Go,
this consideration might outweigh considerations (1)-(3) above.

There could be another model, where an editorial board would get
papers by e-mail and be expected to vote for them almost immediately.
This would keep the journal from degenerating into a preprint
server and a paper could go up as soon as it was accepted.
