I wonder if the windows applications that need a more modern version will
run under the windows emulater (WINE) available for Linux?  Since Linux is
free you wouldn't incur any additional expense and could set it up on as
many PCs as you like.

The authors of the programs would need to determine (or have someone else
test) whether their apps would run under WINE, but I doubt any Windows
program with a modern interface will run under Win 3.11.  That was a
16-bit OS and just doesn't support the 32-bit Windows API and controls
that are taken for granted by windows programmers these days.
