I think it is the otherway round. Grading committees and many dan players
define the difference of one grade as a chance of 1 in 2 of winning. The
statistics show that the grading of the average dan player is 
(in europe) consistent with this definition. 

With kyu players it seems inconsistent. This is caused by the tournament
system.
Players enter in the tournament not according to their rating, but
according to their grade,
that may be outdated, optimistic, conservative, prize-winning-aimed or
experience-aimed. 
The macMahon system 'corrects' after a few rounds the entering grade.  The
macmahon system makes that
you eventually are drawn against players of your own strength, but with a
different grade,
and have 50% chance to win.

If one would build the same statistics from swiss system tournaments only,
I guess the
33 % winning rate for say 6 kyu against 5 kyu would appear.
(french tournaments is also good, as players are entered according to
'rating of the day', 
not according to their own opinion.)
