Joseki are good for strong programs, not for weak ones. My program has
no joseki, and it often plays the first bad move in a joseki like situation.
However, weak programs based on reflex patterns cannot handle well the
unusual situation and also play bad moves. So it is not a handicap against
them, but against Goemate or Many Faces, it surely is.
One doesn't need to use josekis as blind rules, but they can be useful in for example ordering the moves and thus directing the search with some qualified info.

And of course, a joseki library should maybe include bad moves too, as many of them are tricky to handle.
