I would approach teaching joseki to a program the same way as I would teach joseki to a human.

I fully agree.

Still, I find the question of when to play which joseki to be much harder to
answer. And more relevant for playing strength.

Also true. But I don't feel it is an issue at the strength today's programs play at...
