Several sets of rules are in use. See

Triple kos happen, they can't be illegal.
Some rule sets prevent their repetition by a form of superko rule.
Japanese rules allow the repetition, and treat the game as a non-event,
with the game to be replayed. Chinese rules allow the repetition, and
treat the game as a draw.
