No, they do not *need* to remember the positions, they can just not agree on
no-result, maybe until a few cycles more have been played and they realize
it really is cyclical. Even then they only have to remeber one position. Or
take their opponents word for it.

As these are so rare cases, I think some sort of no-result rule, with the
game organisers help, would well suffice for most tournaments. 

Of course, standardized rules would be preferred, if we all could agree on
them. I doubt.
