I'll have a lot of opinions on the technical details, but I could
certainly need help with the structure and actual writing of the
document.

There are currently four relevant sources documenting my view of how
the protocol should work, listed in order of availability.

1. The description in the message to this list, also available as
   http://www.gnu.org/software/gnugo/gtp.txt.

2. The texinfo doc in GNU Go 2.7.247, more precisely the file
   doc/gtp.texi and to a smaller extent doc/regression.texi.

3. The source code and the comments in the files interface/gtp.c,
   interface/gtp.h, and interface/play_gtp.c in the GNU Go
   distribution.

4. The source code to gnugoclient-2.0.

Feel free to use whatever you can pick up from those.
