As a ko threat. Imagine the group below is totally surrounded by 
white (but still has outside liberties. I mean surrounded in the 
loose sense).

 X O . O X

If white plays the suicide move in the middle, black is forced to 
play there to secure two eyes. So it's an effective ko threat.
