Sure it does (or at least, can). The European rating list is an Elo 
system, I believe.

Ratings run from 100 to about 2800. While the upper limit is about 
the same as Chess, no Chess player has a rating as low as 100. Also, 
100 corresponds to 20 kyu - anything lower is just counted as 20 kyu 
in the ratings, I think because it's assumed even complete beginners 
will reach 20 kyu soonish.

If ratings went down to 30 kyu, it would presumably run from -900 to 
2800, which gives a range of ratings similar to Jerome's earlier 
analysis.
