This should be easy for every program. I can say this at least for
programs running under Unix, but even in Windows many programs have
built-in TCP/IP functionality. The GTP part is reportedly very easy.
Other opinions, anyone?

Yes. It means that it is an implementation which is fully functional
and serves as a reference for other independently programmed solutions
for the same problem.

Well, my proposal assumed a separate machine for each of the opponents.
BTW, this is NOT a technical requirement; TCP/IP connections do function
very well on a single machine. So all the organizer has to do is to run
the opponents on different computers.
