There is a simple reason. In Chess repetition (eventually) leads to a
draw, just imagine a superko rule for Chess where repetition is illegal
(which is equivalent to evaluation as a direct loss). In Go the problem
is also much less serious if one follows traditional practice of not
using superko and instead declaring long cycles drawn.
