To me *that* is illogical. Even if a part is responsible for 90% of it's
level, if every programmer can make it in a week, then the economic value of
that part is not more than a programmer's average weekly salary.
The wheels of a car are not worth more than it's engine, even when the car
can go forward faster without the engine than without the wheels.
