There haven't been many tournaments with a really strong field in
recent years. The main exceptions are the 21st Century Cup 2001, and
the Gifu tournament 2003. In the former the top programs were Go4++,
Haruka, Wulu, and Many Faces of Go. In the latter the top four were
KCC Igo, Haruka, Go++, and Goemate. Basically there isn't enough data
to answer your question.

Indeed it is. Apparently there are also some technical problems. I
have private correspondence saying: "We cannot access to the
computer-go mailing list from Japan. We do not know reason why."
