After checking the 7 games (out of the 50 example games) where GNU Go
didn't agree with the recorded score I think I can answer the question
about teire. There may be reinforcement moves omitted but those are
not taken into account in the recorded score. E.g. in 026.sgf the
position is

and apparently white counts a point at J7. I suspect this competition
is not using Japanese scoring at all but the pseudo-Japanese territory
scoring used on many go servers.

Btw, of the seven games I checked four were unnecessary reinforcement
moves by GNU Go and three were missing teire.
