Very nice idea.
What happens if a program refuses to honor the protocol (refusing
to make the directed challenges?)
A simple remedy might be that the gamemaster will never direct the
guilty program into another match until the original request was
fulfilled or at least until a reasonable excuse is given. So
essential the guilty program is out of the loop.
Unless of course we want to make it a legitimate response to refuse a
match request (which I think is bad, but is possible.)

I think that is an excellent idea!
Since it does not extend "the protocol" or the server
in any way.
Having an independent tournament director also
decouples the administration from the server administration.
The clients/bridges should just agree on the "GameMaster"
's name (should be configurable) and the "chat protocol"
(which is small, 2 or 3 commands)
Would work on any server, basically.
