I disagree. If programs disagree on the status of groups, then
the only fair way to resolve this is to let them play it out.
You can't have either program saying
"well, those stones are dead but i can't be bothered to show it".

Either you have some sort of byo-yomi to avoid time trouble,
or you give each program a certain number
of seconds of extra time in case of a dispute.

But a program that refuses to back up its claims of dead stones
is the one that is misbehaving in my view.

You shouldn't have to spend your time sorting out badly behaving bots in
Unless you can clearly formalize what is bad behaviour,
those bots are simply behaving according to the rules.
