NO,  just dead.  Dead is all that is required to score 100% correctly.

They WILL do it since they are all motivated to see their bot's do well.
It will only take a loss or two, and they will implement it.   

Not implementing it won't prevent them from entering.  They don't HAVE
to implement it in order to play any more than they HAVE to have a
strong program in order to play.
